Government contracts with multiple sites are challenged with establishing a uniformed method of collecting task data from all locations that can be consolidated and used to give an accurate assessment of contract performance. A particular agency has a proprietary database called Task Management System (TMS) that can be used to collect performance data across sites under their government contract and is contemplating the mandate of its use. An experimental study was conducted with a pilot site on the contract to launch TMS using Jeffrey Haitt's change management model and Deming's Plan Do Study Act (PDSA) quality management tool for continual improvement. The systematic approach resulted in full employee cooperation at the site and provided the ability to export task reports as needed. If TMS is expanded contract-wide, it can provide similar results and data for contract-wide performance reporting.
