摘要、提要註:	In the fifteen years following the First Summit of the Americas, the world has changed and so have the Americas. Diverging views have shattered the consensus of the 1990s. Despite signaling a change in tone, the limited success of the Port of Spain Summit reveals how deep rifts persist in the region. This book offers a critical assessment of the effectiveness of hemispheric institutions over the past fifteen years. Taking into consideration the new forces shaping international relations in the Americas, the contributors assess their impact on the present state of hemispheric co-operation.
