    摘要、提要註: President Calderon's high profile effort to use the resources of the state to combat the illegal drugs trade has led to confrontation between the state and the drug cartels. This has led to a sharp increase in criminal violence as the drug gangs have retaliated against the state and the general public as well as confronting each other. Because of the extent of violence, the so called war against crime has led to some unease within Mexico itself, and to some impatience on the part of the US government which had been hoping for more rapid progress. This work largely focuses on the operation of Mexico's state institutions and the policy dilemmas resulting from the need to confront serious criminal activity within the constraints of democracy and the rule of law.
