Migration expert Bastian Vollmer explores the contentious issue of irregular migration in the highly-charged contexts of Germany and the UK. Through policy and discourse analysis the author explains why, despite the differing contexts and migration histories, German and British policy responses to the issue are now on a convergent path.Irregular migration or 'illegal immigration' has been high up on the political agenda in many countries for many years, with successive governments in countries across the globe investing heavily in tightening their borders and developing policies designed at controlling it. It is an issue, however, that has gained, in a European context, particular resonance in Germany and the UK. Through retrospective analysis of the policy domain of irregular migration control in Germany and the UK, this important study provides a comprehensible yet detailed understanding of the policy situation in both countries today, and explains how these policy regimes came to the fore and the reasons behind the way in which they developed. Using discourse and policy analysis, this text traces the origins of particular policy ideas and explains why, despite the differing contexts and migration histories in Germany and the UK, their policy responses to irregular migration have converged to the point that they are now very similar. This book is a 'must read' for students and scholars of German and British politics and public policy, European studies and migration studies.

Irregular migration or 'illegal immigration' has been high up on the political agenda in many countries for many years, with successive governments in countries across the globe investing heavily in tightening their borders and developing policies designed at controlling it. This book answers challenging questions. In a comparative manner, Bastian Vollmer uncovers the history of policy-making in the policy area of migration control in Germany and the UK, but also provides in-depth explanations for it. In a remarkably detailed and analytically sharp way, he has done an enormous service to academics, policy-makers and the informed public. - Werner Schiffauer, Faculty of Social and Cultural Sciences, Euroepan University Viadrina, Germany This is a timely and critical analysis of how policies on irregular migration control have evolved in the past 40 years in two important immigration countries notably Germany and Britain. This book shows how asylum panics and perceptions of (irregular) migration threats have become not only dominant but also normalised in Europe. - Anna Triandafyllidou, Robert Schumann Centre for Advanced Studies, European University Institute, Italy Vollmer shows how the creation of the notion of 'irregular migration' is primarily the result of increasingly restrictive migration legislation since the 1970s. His case studies of Germany and the UK examine how ideas on migration have been shaped by emotive discourses on perceived threats to national interests. This original study goes across the frontiers of political science, linguistics and sociology, and should be read by anyone who wants to understand why hostility to migration has become such a potent political force. - Stephen Castles, School of Social and Political Sciences, University of Sydney, Australia.
